Er, surely the point about the Overton Window is that you move it rather than break it? If he’d said “The hoi polloi keep removing the brickwork to the side of the Overton Window, move it into the gap so created and then fill up the gap on the other side.” that would have worked. It might have lost some urgency, but it would have worked.
